Outsource images.

Black canvas.

Gradient grey to transparent.

Added and resized the source image. With clone stamp tool I took the "cat tail" off.

Created a frame for the image. Applied bevel and emboss.

step 6 of 9

Copied and pasted a small part of the sea; using liquify tool, created a water spill; applied plastic wrap filter and bevel and emboss.

step 7 of 9

Selected frame, image and spill layers together and duplicated them, flipping vertically, to make the reflection (spill needed some adjusts to get right). Merged layers and lowered the opacity.

Added the seagulls.

More seagulls, now giving the Out Of Bounds effect.
