Lowered the lighting of the outsource image used as a background.

Copied and pasted image source.

Cut the round part; copied and pasted part of the image until it looks like a post; merged layers.

Added the base of the round top and changed the color.

Added the round top; lowered the opacity.

Duplicated the round top, resized and applied inner and outer glow. Put this layer below the layer of the "glass cover" made before.

Selected and duplicated the layers of the light post and resized.

With a big soft brush (light yellow and low opacity) I made the lights.

With the same soft brush I created lights on the ground (distorted after following the image perspective). Over all those layers, applied noise, motion blur and screen blending mode, lowered the opacity, to make the drizzle.
