To create the background, use a soft brush +-100px and draw onto your canvas the colours you would like then just smudge them in...

With pen tool, create some mountains... then again with a soft brush, paint into them..create a second layer and paint into it a darker colour to give the illusion of depth...

Start to fill her in by creating a circle, filling it and transforming it.

Duplicate eye and add green to it, then add some highlights using the hard brush and soft brush- smudge it in...

Add some more highlight to the side of the iris, then duplicate.
