copy/paste a small section from the newspaper, free transform and distort, de saturate picture...

filter, texturizer... then touch up where needed with eraser tool...
step 4 of 4
duplicate horse and jockey layer, position, distort, erase partially, and add drop shadow....then duplicate again, add motion blur., reduce opacity and touch it up with the eraser tool...
