First I shaded the background with three colors.

Added the first scene using the rectangular selection tool and added effects to it.

Digitally drawing some rough outlines of the characters.

Created a more solid outline.

Added another rectangle and changed the color of the background.

Speech bubble was created by using a combination of selection tools and effects.

Same procedures for the rest.

Slightly colorized the characters and changed the color of the background again.
