Started with the skirt. Made the shape with the pen tool and sharpened the edges with the eraser tool. Added a stroke after making it to a separate layer so I could erase a bit of the stroke.

Then I added the "side details" of the skirt. Made them with the pen tool and sharpened the edges with the eraser.

Then I started with the underskirt. Also made with the pen tool and edges sharpened with the eraser.

Then I made the stripes. Made one first with the pen tool, then copied it and pasted as many as I needed and changed the colour on some.

Then I made the upper part. Made with the pen tool and edges sharpened with the eraser.

Then I made the crown with the pen tool. Copied the main layer of the crown and pasted it again to make the shadow part. Coloured the 2 layers in different shades of yellow.

Then I added the mouth. Made a heart with the brush tool and sharpened the edges to get the perfect shape then added a small shadow. Then I made the eyes with the line tool and warped them to get the bend.
