How I made the eyes:
Copied, pasted, duplicated and flipped the source image. Deleted internal part.

With eliptical marquee tool, selected a circle and painted with blue.

I used burn tool to make the contorn.

I made another circle inside and filled with black (it's the pupil).

Now I used dodge tool to make the center lighter.

With smudge tool I defined the iris.

Using soft brush, I painted a gleam on the eye (white color).

I distorted the iris; after that I put the layer under the first one (source image).
