I started with the dragon. Make the sketch by brush

Start painting the blue color on the dragon

Now I focus on the head. Use the darker color for the dark areas and the shadow. Use the low opacity, low flow brush and choose the flow jitter and opacity jitter in the Other dynamics (so the difference between the strokes become gradual)

Draw the scales on the back of the dragon

Paint the color on the princess.

Use the scatter brush to paint the glowing dots, then use the blending option to make them glowing
