Make the sketch by brush

Paint color on the sketch layer, distinguish the light area and the dark area by light and dark color, the colors are quite solid now (the background will be changed, this one is just for the convenient view)

Now use the darker color for the shadow. Remember to use the low opacity and low flow brush (I draw by tablet, but mouse can also do that, keep patience).

Use the darker color and also the bright one for the highlight area

Make the flying sand flows. Set the brush option to make it scattered with high space, select different option until you get the brush somewhat similar to mine (not very important). Then draw the flying sand over the top of the sand dunes with white-yellow brush and yellow-brown brush behind the sand dunes (dark area)

Paint the sky by light blue brush. Paint one layer beyond the flying sand flows with white brush (very low opacity). Make the sand-look by applying the noise filter on the main part of the image. Use moving blur for the flying sand flows (slightly move)

Draw the cactus underneath the hand by brush tool. After finishing, merge all layers and apply the Texturizer filter (in Filter -> Texture) slightly to make the picture looks like the painting on paper
