I took the source image, copied part of the water to enlarge the scenario.

After I added, one by one, the outsource images, using masking layers.

Added shadows for the children.

I created a new layer for texture, changing hue, saturation and lighting to get soft colors.

I did the process twice more, for boat and sea.
