Deleted the trees using the clone stamp tool then used a scatter brush for the distant bg.

Smudged the bg, and used the brush tool to create a pool on the leftside.

Picked the colors from the picture and used the brush tool to create some distant future buildings.

My first sketch for the scene I wanted to illustrate.

Here I started to work out the details using small brushes and the zoom tool.

I changed the character a little bit, made him look a bit tougher. Then I worked some more on the details. Using the scatter smudge brush a lot for the futuristic flying drup. With this tool it's quite easy to create a smooth surface. Finally I used the paint daubs filter to make my illustration and the picture become one image.
