Extract the women out from the original picture

Make new layer from the back ground
Layer-duplicate or Ctrl J
Apply blending options-inner glow and satin to the new layer and change to colour burn

Select some of the ribbon parts
Copy and paste them into the women and back ground image and build up the ribbon around the women by free transform and distorting to fit.
Copy some of the swan texture
Ctrl click the ribbon layer to bring up the marquee
Edit- paste into
This will paste the swan texture into the ribbon
I made the ribbon in three parts so do this to all ribbon layers

I add the hat and used the swan eye to make the jewel then painted in some hair use the blue from the swan and black

On a new layer under the women I painted abstract shapes in blue and added blending option, then added some birds in the sky (using the same

Using parts of the swan I then rebuilt the blue in the dress so it looked like the swan was wrapping itself around the women.
