Make a "Black and white" adjustment layer to match the colors and increase the brightness/contrast of the sky layer.
Make a new layer on the top and fill with 50% Black, then set the mode for this layer to overlay.
Use a brush to add highlights and shadows, everything lighter than 50% black will produce highlights and a darker than 50% gray will produce shadows.
