Took the background and turned it into black and white

Pentooled the Salvation Army shield, adjusted the shape and used the blending mode 'multiply' at 100%. Furthermore a small dropshadow.

Pentooled the homeless person adjuste the colors and again some extra shadow.

Blacked out the bright spots in the background. Blurred large part of the imaged and desaturated the left side.

Added a new layer the background, made it really dark, burned the lighter spots and erased the foreground.
