The first 3 steps are with different colours than I used. I did not save those steps and could not remember which colours I used, but any colours can be used. In the first step I used the magic wand to select the flame. Then I created an image ajustment - solid color, and pick a color. Do that 4 or 5 times to create the base of the flower.

Merge layers, then duplicate and transform a few times to create the complete flower.

This is the result with the colour that I used.

Then I used the filter glowing edges. Duplicated the layers to form the layout of the final picture and did a gaussian blur on some of the smaller ones.
