Cut out cross and place on arm. This is you cross layer.

go to filter - artistic - poster edges

Duplicate poster edge layer and Gaussian blur and place below original poster edge layer.

go back to original poster edge layer and in the layers section change to overlay. It should look like this.

Place original poster edge layer above blur layer and use overlay mood in layer section and reduce opacity to 50%. The blur layer change to pin light mood in layer section and reduce opacity to 70%.
