Create a stone like background. For that first render some clouds and then add some texture to this with an Emboss filter.

Colorize the background with Hue/Saturation

Crammed the whole Declaration of Independence into the frame. Moved all lines together, eliminated all line breaks and justified the paragraph.

Added Layer style for some shadow and glow on the text

Add a new text layer (actually two layers)

Added some glow and texture. Duplicated and disabled these two layers for later.

Rasterized the other two text layers and merged all down into one layer.
Added Lighting Effect with some texture to this layer.

Added a Hue/Saturation Layer and with colorize some golden shine to the whole image.
For the final image enabled the previously saved text layer over the whole image
