Filter/Distort/Polar Coordinates/Choose Polar to Rectangle

Flip distorted image 180 degrees and apply the polar coordinates again, but this time use Rectangular to Polar.
step 3 of 3
Press Ctrl-F to reapply Ploar Coordinates to the image until you get the results you want. I applied it 41 times to get the final image.
