i selected the hand using quick mask mode

i redefined it's edges

i made a new layer using new layer via cut

i put a neon glow on it using filter > artistic > neon glow

i then merged the layers and cleaned up some edges

i then transformed the picture to make it smaller

then i duplicated the layers

i then merged the layers

i used the patch tool to remove the hands that i didnt want (the duplicated layers)

i also blurred it and smudged it
step 12 of 12
then i saved it in JPEG
