I opened my source image.
A fire image.

I transferred my source image to my canvass/document.

Drag and drop my source image.

I duplicated my source image.

I applied a filter on my original layer.

I applied Polar Coordinates found in the Distort Filter Menu.

I transformed and resized my filtered image/layer that it would be at bottom center of the document or canvass.

I used the magic wand to eliminate some of the black areas of the image.

Deleted some black parts.

I switch on my duplicated fire layer and used again my magic wand to eliminate black areas of the image.

I turned on visibility for both of the layers to see preliminary results.

I turned off visibility for the filtered fire layer.

Then duplicated the other fire layer.

I applied a filter to the duplicated fire layer.

I applied Polar Coordinates.

So as with the other layer I applied Polar Coordinates.

I transformed my first duplicated fire layer.

Flipped it vertically.

Again I flipped it vertically.

I merged the layers with the round fires.

Specifically the original fire layer and the duplicated one with the same filter effect and settings.

Polar to Rectangular setting for the polar coordinates.

I erased some parts of the merged layer in the center of it.

I duplicated the particular merged layer.

I burned the duplicated layer just a little bit to darken its edges and tips.

I merged the layers both the duplicate and the original layer.

I also applied a filter option.
I applied Unsharp Mask.

I turn on visibility on the other fire layer and put it on top of the merged layer.

I changed its layer opacity and added a layer mask for easy masking.

I applied a filter on the same layer that I mask from the previous step.

I applied Unsharp Mask again.

I transformed the duplicated layer and flipped it horizontally.

I merged the layers again and applied filters.

I resized it a little bit and move it to the center of the circling flames do it would look like a face.

I used the 3d trick or the definition trick.

I duplicated and nudged for a couple of times to come up with a little 3d effect on the face.

I merged all of the layers I used in the trick.

Again did the trick with the other layer with circling flames.

I transformed and moved the fire face to the center of the circling fires.

I drag up the circling fires layer to perform another masking action.

I lowered its layer opacity for easy masking.
