Using elliptical marquee tool I created four layers via copy, one for each target. Then a got rid of the colour white around the targets and set them symmetrically.

For each target I created a folder and put the targets inside their own folders. I duplicated the target layer inside the folders and applied chrome filtre to each copy.

I made a copy of one of the targets, placed it in the centre and enlarged it. A folder was created for that big target and a copy was made too. Chrome filtre was applied here too.

I created a new layer at the bottom and filled it with black.

Then a new layer was created at the top. With the pen tool I created a form, filled it with a bright colour and applied outer glow using the same colour. More three forms were created using different colours.

I created a soft long rectangular brush, set its presets and applied it to a new layer. A new layer was created above this one and with a soft large brush I applied some bright colours and linear burn blending.

I applied polar coordinates (rectangular to polar) to the layer where I painted the lines.

Finally, to each target I applied colour overlay using different colours for each target.
