Cut out the mill.

Multiplied the mills. Used blur filter for the distant ones.

Started creating the mountains using liquifying. I used part of the front grass for this.

Creating the background. I cut / pasted parts of the clouds to fill the canvas.

Clone tool to even out the edges of the cut parts.

Added haze using clone tool at 65% opacity, cloning parts of the clouds.

Using the same part of grass that I used for the mountains I made Don Quixote. Liquify, burn, dodge and smudge tools.
Final result
