I desaturated th eimage, bu changing it to Black and White, and then lowering the opacity on the change to 21%

Added a curves layer to darken the image.

I used a blue photofilter do cool the colours.

I selected the windows, copied the selections to a new layer, and filled with Yellow.

I change dthe blend mode on my 'windows' layer to hard light and lowere the opacity.

I added to copies of my moon photo to the image.

I added some movement ot the water, and change the denisty of the image, to make it darker.

As the windows layer had a mask, it was easy enough to paint out some of the windows.
