Open picture of children, and duplicate the layer.

Between the two layers, add a layer of black colour. Set the top layer(pic of children) to overlay, and with the eraser tool, clear away the white areas in the image... this is the result you get...

Open now the frost picture (copy it 3times...make those layers invisible) and add it on top of the "children's layers", set the frost layer to 'Hard Light"...

Put the second frost layer under the 1st...and set it to HUE (75%) this will give the children a blueish tint....

Now add the 3rd frost layer, onto of all the layers..and set it to SCREEN (85%)...
Now the result you get is frozen....

Copy merged all layers... and paste...
This gives you the image all in one layer... duplicate it and add a "SOFT LIGHT" (55%) to give it contrast...
