The building was cut out using mask. Paint daubs and film grain filtres were applied.

Hue/Saturation, Brightness/Contrast and Levels adjustments were applied then.

Backgroud was duplicated and desaturated. Paint daubs and film grain filtres and hard light blending were applied.
step 4 of 4
A new layer was created and filled with gradiente. Brightness/Contrast, Hue/Saturation and 50% opacity were applied.
