Croped and pasted the image with the girl into a simple black background. than, in orderd, to create the neon effect, i've used blending options-outer glow, set on green.

than, i've started to add the wires and parts from the source image usind the crop tool, where I've wanted to enhace the wires and the multiply blending mode on the legs and on the vinyl.

the little plants have been made with the bevel blending option. The clouds are made using the great brush pack offered by http://anodyne-stock.deviantart.com/art/Light-Brush-Set-35658630.
Played a little with the colors. I've just used a blury brush so that to make different spots of color.
