Churchill image has been cropped, masked and placed on a new canvas.

Here the hat brush was used to create the hat. Some editing with transform/scale and rotate was used to place it on the head. Some blue was added with adjust/color and balance tool.
step 3 of 6
A background of the tower bridge is added here with scale being used to fill up entire canvas. Color was enhanced somewhat because a foggy layer will be added later.
step 4 of 6
Umbrella is added now and rotated for placement. Color is darkened next with the hue/saturation tool.

Here the umbrella has been darkened and now the layer of pattern will be added using 'new layer' first, then using tools to blur the pattern.
step 6 of 6
Raindrops are added with a brush tool.
