This is a very simple technique to use. First I have used the Quick Mask to mask the chairs and then I hav edesaturated them.

After this I have added 3 more layers, The sand layer which makes the beach more colorful, an adjustment layer which makes the colors fit a little and the sky layer which makes the sky more blue.
step 3 of 3
Use the brush tool and lower it's opacity, make a new layer and paint over the water to make it more blue, then take the pen tool and make a path around the umbrellas, then make a selection and copy the content to a new layer. After this you desaturate the layer and add an adjustment layer to give it some contrast.
