Duplicate boys layer and add sculpture texture and reduce opacity.

Dodge insides of boys and bike parts and burn edges of boys and bike parts.

Arrange balloons and add bezier curved lines for the strings.

Add clouds behind boys/balloons layers and add clouds in front of layers with a big soft brush.
