Firstly I cut out the spire so I just had the building and no background.

step 2 of 10

After finding a good photo of some clouds, I selected the section I wanted to work with. I then used the cloning tool to remove top section of clouds as I did not like the way they looked.

Next I selected the eraser tool with a soft round brush and started to remove the base of the tower, using different % of opacity to I was able to give the effect of the clouds being around the tower and slightly transparent.

I then added a new layer and used a soft round brush to paint red parts onto the tower. I changed the layer blending mode to overlay to give it the effect I wanted.

I found some nice cloud brushes on deviant art and used them in replacement of the cloud I removed earlier.

I then added a new layer and used a soft round brush to fill the layer with a greyish deep blue colour.

I changed the layer blending mode to Vivid Light.

I then added some birds around the tower using brushes from Deviant Art.

Finally I changed the hue/saturation of the whole image until I was happy.

step 8 of 10

After some useful comments, I noticed the bottom of the image looked a little odd due to there not being enough clouds. So I used the cloud brushes as well as the soft round brush to fill in the bottom area.

step 9 of 10

I decided to attempt to add a light to the lighthouse, seeing as it wasn't really a lighthouse without one lol.

I found a good looking image and erased the areas I did not need.

I then duplicated the layer, changed the bottom one's blending mode to darken, added another layer with a soft light blending mode used the brush tool to paint the light a deep blue. This helped me to colour the light to match the rest of the tower.

Finally after taking some advice from my comments, I decided to remove most of the top clouds.

This was to help give the effect that the lighthouse was above the clouds.

I then added a gradient layer to clear the sky up slightly.
