Create a grid.

Use the marquee tool to shift half of the squares in one direction and half in the other.

Select half the squares with the magic wand tool and invert them.
step 4 of 6
Select each row with the marquee tool and move it similar to in step 2, except vertically.
step 5 of 6
Fill the background with red paint and blur the image.
step 6 of 6
Use the ink outlines filter on the checker layer and the grid layer.
