Select an area of the water with the elliptical marquee tool and use the zig-zag filter on the pond ripples setting.

Render lens flare.

Use a warming filter.

Render lens flare to create the sun.

Create a new layer. Paint where you want the reflection of the sun off the water to be. Smudge it back and forth to make it ripple and set it to the soft light blending option.

Select the layer with the reflection using CTRL + Clicking the picture in the layers menu. Create a new layer. Fill it with black. Render lens flare on it. Use the variations tool. Change the opacity. Smudge it. Set it to Lighten blending.
