Cut out the flower. Paste it onto the city. Rotate 180 degrees.

Invert the flower. Fix the edges up with the eraser tool.

Select the petals and save the selection. Create a new layer. Fill it with the bubbly texture. Use radial blur on it centered on the middle of the flower. Then copy the petals from the flower layer and paste it into another new layer with the hard light blending option.

Copy one of the petals from all layers and paste it to fill the awkward blank spot. Use the smudge tool and the eraser tool to smooth the transition.

Create a new layer. Draw squiggles in different colors.

Smudge the squiggles. Use the diffuse glow filter as well as the outer glow and inner glow effects.

Use the eraser tool on the laser layer.

Copy the bottom flower layer. Use lens flare in the middle and set it to the lighten blending option.

Select one of the buildings. Feather the selection. Use the hue/saturation tool on it to colorize it. Then use the brightness/contrast tool on it. Do any final touchups with the blur, smudge, and erase tools.
