I opened my girl image and split the channels.

I then picked the best channel (I believe it was Red) and used my magic wand to select the black area, invert it and delete the selection (white as background color). I used this as a mask for the girl picture. I pasted her on the source image as a new layer. For the source image, I cut out certain fuzzies and moved/rotated them to make them look like they were blown in the air. I then cloned the grass all the way around the dandelion so most the fuzzies looked blown already. I merged all layers and used DSBonus plugin-Soft Blur with adjusted settings. Unfortunately, I saved it merged and closed it so I wasn't able to show you the different layers.
