Create a scatter brush with a fade setting.

Layer of clouds, hard light blending, add various lens flares.
step 5 of 6
Add another clouds layer, apply zig-zag and wave filters. Set to 50% opacity, blending: soft light.
step 6 of 6
Duplicate the layer created for step 5. Apply the glowing edges filter. Set blending to soft light 50% opacity.
