Duplicate layer again and rotate new layers 45 degrees and match bottom edges

Continue duplication until the basic flower is formed

Duplicate completed flower 3x, resize, color and rotate individual layers to create the basic tiered flower

Duplicate complete tiered flower. Hide top layer and radial blur (zoom- 100%) visible layer.

Add black background layer

Unhide upper layer, change blend mode to darker color.

Add center oval, color: black,
blend using overlay and add layer effect stroke in darker color as outline
blend using overlay and add layer effect stroke in darker color as outline
