Ok cut out your image and rotate it to the up right position .

Use the pen tool and cut out the bottom

Cut out the branch part that looks like an arm

After you cut the image. apply the arm to look like the image

now the feet. Cut out the bottom of the seed, for the leg

Once cut, take a part of the seed to form the feet using the warp tool to merge the two together

now to make the skirt look better, take the wrap tool and spread it out.

The same part of the seed u used for the skirt, will be the head. wrap it until it forms something u like

after more detail work and blending and changing the color- Hue/saturate I came up with what u see.
