rotate, duplicate, transformed into a crude nose

highlighted with dodge, darkened with burn and some smudging. also, I moved the nose

reshaped smile-lips and shaded with a light brush from PS Elements+changed opacity

copied pieces of lower lip-chin and transformed+moved them up as a guide so i could cut the white area by the nose

white was cut, guides removed, merged all of the white mask parts, shaded around edges with a light-grey brush, and made a background with two layers of circular gradients

threw a gradient map over the gradient background

rendered clouds (orange and purple) on new layer and distorted polar to rectangular-after I duplicated and flipped a duplicate upside down to avoid a semi-circular gradient-which gave it a circular one

Last step! threw another gradient (noisy and dark) over the background to contrast the light mask
