First of all I wanted to make sky darker so I added brightness/contrast adjusment layer and reduced brightness. Also used Alien Skin Xenofex filter for the lightning.

Added lightning sparks using fireworks brush with layer effects of inner and outer glow. Also I took picture of my hands LoL)

Cut out hands and reduced thier brightness.
step 4 of 5
Merged all layers, duplicated it, then used image-correction-threshold (about 120 on the slider)and used radial linear blur about 30%.
step 5 of 5
Changed upper layers blend mode to soft light and opacity to about 70%.
Final result with corrected brightness.
