I used the magic wand tool to select the background, invert the selection, then put the actual anchor on a separate layer (layer via cut) and make the background solid black.

I rotated the anchor.

I used the eraser tool to erase enough off to get the shape of the cross. I then used the clone stamp to get rid of the parts that over laid or looked bad. Then I used the burn tool to make it look older and kinda reddish.

I then added a lighting effect to make it look blue.

I created a new layer and made it black. I added noise (Gaussian and check the box) then played around with the levels to get the stars.

I used a brush for the moon.

On a separate I added a navy blue gradient to the bottom.

I moved the cross over some and cropped the image down some so it didnt look so empty and there you have it :)
