Used the blue gumball from the source image and by using liquify filter.. created the shapes of pacman, ghosts and the cherries..

After shaping all the elements of the game.. I positioned them..

Started arranging the dots..

Still arranging the dots.. Man, it was really time consuming.. ;) but the result was worth (at least for me)..

Added the dark background, the scores.. and gave some bevel and emboss blending option to the walls.. that's it.. :)
