The reason you aren't getting a HIgh res is that the image is too small.
You can upload images up to 5MB. the image is then downsampled to about 600 x 840 pixels.

IMO this is not selective colouring, but has been desaturated by channels, something that is allowed, as any desaturation done is done to the whole image.
