I created this using the cylinder. Then i lined up reference image. And started pulling verts

Add as Much detail as I can to the low poly level

Increase resolution.

I also used a cylinder for the head as well. And used inserts for the mouth nose and eyes even tho you wont see it

Added some texture and separated the arm from the body making it seem mechanical

Made the helmet with a sphere and put the text police on it

Added light and vray fur for hair
