I cut out a piece of the stained glass onto a new layer and filled the rest with content aware. This texture and reference is all I used of the source image.

Remove color. This is the overlay to create the stained glass effect.

Acquire your desired photo and do what you will to it.

Filters/Noise/Median

Get large, similar color/content chunks onto separate layers. Keep a small amount of space between them.

Add a black layer behind all this. Use CTRL + U on each layer with colorize to make sure they are all solid colors.

Make a copy of the overlay layer for every piece of glass. Use layer masks to make them fit. Then unlock them and rotate.

Use color range to select the blacks in your source landscape, and copy to a new layer, fill with black. Use median to smooth it out a bit.

Use gradients to give it a bit of flair. I Copied the black layer from step 8 and filled it with 50% gray and added plastic wrap filter to five it a shine.
