1. First I made it more contrast for I could posterize it easily. I added a scar on his face as a bonus though it made no sense in the end.

2. Applied Cutout filter to make this pic look like this

3. Posterized it with 2 level of color and desaturated it! The results you can see.

4. Found a picture with brick wall. Painted bearded man and placed him on the wall, adjusting the perspective. Then at the layer option panel > Blend mode I chose "Darken Color". Erased the dark edges and added the text, which i rasterized and made it look "used".
