open a new file(2000*1467)...
apply gradient tool from bottom-left with foreground color #2B2B2B and background #000000

Create a new layer on top of the Background. Set the foreground color to #000000 and background to #FFFFFF then go to filter > render > clouds. Set the blending mode of this layer to color dodge. Using the soft eraser tool, remove some parts of the clouds as shown in the diagram.

Crop the Indian out of the pic and Drag it to our new opened file, make sure it is on its grayscale...

copy the indian layer then using a rectangular marquee tool select half of the body of the indian and click ctrl + T. Stretch it!

Erase the edge part of the stretched indian to achieve the fade effect

Go to Filter > Distort > Wave:
Type: Sine
# of gen.: 5
Wavelength: 10 - 120
Amplitude: 5 - 35
Scale 100% - 100%
Undefine Areas: Repeat edge pixels

After that turn the wavy indian invisible and create a new layer...

In the new layer, using a paint brush tool shaped like a smoke, cover the stretched area

PS: don't cover the entire stretched area, just enough to achieve the smoke effect

ctrl + left click the smoke layer to select the smoke, then unhide the wavy indian and map the layer... delete the smoke layer

Create a new layer above the original indian layer... using the paint brush tool shaped like smoke, do the same process like the previous...(cover it with the paint brush, ctrl + left click on the smoke layer, unhide the original indian layer, map it and delete the smoke layer)

Right-click on the original indian layer and choose Blending Options.

Activate Outer Glow and set the color to #FFFFFF, mode to Color Dodge and size to 5px.

You can see a nice glowing border around the edge of the face blending with the clouds at the background.

Create a new Levels Adjustment Layer at the topmost and key in the values 40, 0.75, 255.

Create another Hue/Saturation Adjustment Layer above the Levels. Key in the Hue as 190, Saturation as 25 and Lightness as 0.

Paint the eyes white to make it look more mysterious.....

Create a new file (200*700)

Use gradient tool from top to bottom

Go to Filter > Render > Difference Clouds

Click Ctrl + I

Click Ctrl + L and change the input levels to these values: 0, 0.10, 255

Drag the newly created file beside the eye

Change the lightning layer's blending mode from Normal to Screen

Click Ctrl + U
click the box beside colorize
input these values:
Hue: 195
Saturation: 100
Lightness: 0

Erase the excess smoke and repeat step 13 - 21 until eyes are fully surrounded by lightning...

Optional: Create a new layer go to Filter > Render > Clouds. Change the blending mode to soft light and click ctrl + U and input these values:
Hue: 195
Saturation: 100
Lightness: 0
