Pretty unlikely to find a shadow, pointing in the same direction as the light source : D also give it some gradient (the closer to the daleks, the darker)

It does seem a little simple. Try to emphasise how retarded the law is by really making it obvious, maybe take up the whole sign, add a fake fine ammount, something like that.

Pretty small...might be better to replace the arrow with the "no camels" sign.
