Increase contrast & dodge the highlights on her face to make them "pop up" from the rest of your photo(after increasing contrast you might loose some of the face...)IMHO!!!
That way you'll have a fantastic low key photo.
I just tried it.
Open your photo in PS.
Image/Adjustments/Levels/Preset/Increase contrast 3
Then select the dodge tool.
Range:highlights/Exposure 55%
Done...!!!!

Cant make it a B&W. Against the goal.

nice shot...maybe turn it into a B&W and add a little contrast. Just my opinion
