Make what you will of what you see. For me I just looked at the source image and saw this in my mind.
Mostly just Radial Blur filter and an experiment with manipulating 3D tools in photoshop..

As mentioned the sky reflection is missing and the boat shadow is too sharp. The added boat is quite blurry in High Res too. Also you need to show how the sky was made, if they are brushes then you must supply the link to the brush set as they become a specific source.
