Use full sphere and bring into liquify and warp

Bring back into liquify and bloat for eye

Now start making skin for snake and start merging to head
step 6 of 7
keep merging pieces together
step 7 of 7
Now you have to warp body bit by bit then when shaped the way you like it merge all the skin layers.
After go to Render - Lens flair to give light. Use color and contrast for final look of image.
Also make a drop shadow with soft brush tool 50% black.
